First e-Governance Award of Kerala Government for SPARK impl

Dear Friends,

I join with all of you in this occasion of happiness, in receiving the First e-Governance Award of Kerala Government for SPARK implementation. I was being entrusted to work for SPARK implementation as the Nodal Officer, I take the privilege to congratulate every staff of our offices, who had contributed their pain and interest in finishing the task in time and thus the present acceptance from the Govt. of Kerala. I specially thank the young bloods who joined the team from District Offices, without which it can never be a reality.

I like to extend my sincere thanks to our former Chief Electrical Inspector Smt.Beena.K.S and former Senior Superintend Sri.Subramanian.M for their contributions towards SPARK implementation, but they left our Department due to the Natural Superannuation!

Thiruvananthapuram, Wednesday 9 December: Chief Minister V.S. Achuthanandan has said that conventional modes of governance were fast giving way to governance using Information and Communication Technology (ICT) in Kerala to ensure efficiency in reaching services to the people and transparency in administration.

All departments under the State government were drawing up their own e-governance programmes and the effort now was to bring all these programmes under a single umbrella, he said, while distributing the newly instituted e-governance awards to departments and individuals who had displayed praiseworthy initiatives in the ongoing transition to a new style of administration.

“Any transition from a system that had been there for a very long time is a difficult one. The winners of the awards are those who had worked with commitment to make it possible,” he said.

Thrissur Collectorate won the award for best ‘online service and e-filing’ initiative for its innovative use of ICT to facilitate equitable and environmentally sensitive sand-mining and sand distribution within the district. The ‘best website’ recognition went to Kerala Tourism Department for its web portal that integrates multiple services aimed at consolidating Kerala’s leadership in tourism sector.

Palakkad Collectorate won the award under the ‘digital file flow category’ that was now helping the district to optimise revenue collection. The ‘m-governance’ award went to Kozhikode collectorate for its innovative use of mobile phone messaging technology to improve the people’s access to health services in the district.

The award for the programme ‘Service and Payroll Administrative Repository for Kerala’ (SPARK) award was given to the Electrical Inspectorate Department for speedy implementation of the solutions under the programme across the State. The award for ‘local language content development and maximum utilisation of Akshaya Centres’ was given to the Commercial Taxes Department.

Thrissur District Collector V.K. Baby, Director of Kerala University Computer Centre A. Ajayakumar and Special Law Secretary John Britto received ‘leadership awards’ for e-governance initiatives. A special jury award was shared by the Universities of Kerala and Calicut for using ICT to automate a wide spectrum of their activities.

Other award winners include Indian Institute of Information Technology and Management – Kerala (for a web-driven e-krishi initiative), Regional Cancer Centre (telemedicine initiative), Kerala State IT Mission and Aids Control Society (web portals) and Stationery Department and Registrar of Cooperatives (SPARK initiative).

Vishal Dhupar, Managing Director, India and SAARC Region, Symantec Corporation, delivered the keynote address on ‘The New IT Agenda: Ensuring Cyber Security to Combat Cyber Crimes.’ Chief Secretary Neela Gangadharan, IT Secretary Ajaykumar and IT writer Anand Parthasarathy were among those who addressed the function.

THIRUVANANTHAPURAM: The State Government on Tuesday recognised excellence in e-governance by announcing the first-of-its-kind awards for IT-enabled citizen-centric services and projects which have improved the quality and access for service delivery.

The awards were distributed by Chief Minister V S Achuthanandan on Tuesday. The winners were announced in the categories of online service and e-filing, best website, e-payment service, digital file flow system and m-governance.

Thrissur Collectorate won the best award for online service and e-filing for innovative use of technology to facilitate equitable and environment-friendly sand mining and distribution within Thrissur district.

The best website award was won by to Kerala Tourism for its comprehensive web portal which integrates multiple services aimed at consolidating Kerala’s leadership in the travel and tourism sector.

Palakkad Collectorate won the award under the digital file flow category for its innovative harnessing of IT tools and optimising revenue collection in the district. The m-governance award was won by Kozhikode Collectorate for its innovative use of mobile phone messaging technology to improve citizen access to health services in Kozhikode district.

Electrical Inspectorate Department won the Service and Payroll Administrative Repository for Kerala (SPARK) implementation award for diligent and speedy implementation of SPARK solution to enable their process across Kerala.

Commercial Taxes Department bagged the Local language content development and maximum utilisation of Akshaya centres award for its leadership in harnessing the state’s Akshaya network and creating a single state-wide window for collection of VAT in Kerala.

Tvm: The first Kerala State e-Governance Awards 2009 for IT enabled citizen centric services and projects that have improved the quality and access for service delivery, were presented today by the Chief Minister Shri V S Achuthanandan to the winners.

Trissur Collectorate won the best award for Online Service and e-filling while Palakkad Collectorate won the award under the Digital File Flow category. The m-governance award went to Kozhikode Collectorate and the Best Website winner was none other than Kerala Tourism.

The Service and Payroll Administrative Repository for Kerala (SPARK) implementation award was given to Electrical Inspectorate Department and the maximum utilisation of Akshaya Centers award went to Commercial Taxes Department. Three e-Governance leadership awards were given to Dr. V K Baby, District Collector, Trissur; Dr. A Ajaykumar, Director (Computer Centre), University of Kerala and Shri John Britto, Secretary, Law Department (GoK).

There were 33 nominations in different. However, no awards were declared in the Local Language Implementation and e-Payment Services categories. The jury comprised the former Chief Secretary Mr. V Ramachandran IAS; Mr. Upendra Verma IPS (Rtd.), Director, IMG; Dr. Ajay Kumar IAS, Principal Secretary (IT) and senior tech journalist, Mr. Anand Parthasarathy. Smt. Neela Gangadharan IAS, Chief Secretary and Shri Vishal Dhupar, MD (SAARC Region), Symantec were also present on the occasion.

Kerala State E-Governance Awards - 2008

The State of Kerala has led the country in many respects, significantly in the field of literacy and education. Equally so, it has been a pioneer in the taking IT to the masses through several Government sponsored and backed E-Governance projects. In this backdrop, it was only a matter of time that the Government instituted an Award to accredit outstanding e-governance initiatives in the State of Kerala. This led to the birth of the Kerala State e-Governance Awards in the year 2008.

Award Nominations were invited on the following categories, including

* Online services and e-filing
* Best website
* e-payment service
* Digital file flow system
* m-governance
* SPARK implementation
* Local language content development
* Maximum utilisation of Akshaya centres

Some 33 applications were received. The jury comprising pre-eminent persons including Shri.V.Ramachandran IAS, Former Chief Secretary, Shri.Anand Parthasarathy, renowned IT Journalist, author and speaker and Dr.Ajay Kumar, Principal Secretary-IT, Government of Kerala, identified the best for the awards.

The awards were given away by Shri.V.S.Achuthanandan, Hon'ble Chief Minister of Kerala in a memorable function organised at Hotel Mascot, Trivandrum on 8th December 2009. Also present on the occasion were Smt.Neela Gangadharan IAS, Dr.Ajay Kumar IAS and members of jury including Shri.V.Ramachandran IAS, Former Chief Secretary and Shri.Anand Parthasarathy.


The awards given, their categories and the citation are as shown in the table below:

Aids Control Society - For its imaginative web portal that displays sensitivity as well as professional competence in its HIV-related initiatives , including a useful online counselling service

Palakkad Collectorate - Digital File Flow - For its innovative harnessing of Information Technology tools and optimise revenue collection mechanisms in the district

Kozhikode Collectorate - M-Governance - For its innovative use of mobile phone messaging technology to improve citizen access to health services in Kozhikode

Electrical Inspectorate department - SPARK Implementation - For diligent and speedy implementation of SPARK solutions to e-nable their processes across Kerala

Stationery Department - For diligent and speedy implementation of SPARK solutions to e-nable their processes across Kerala

Registrar of Cooperative Societies - For diligent and speedy implementation of SPARK solutions to e-nable their processes across Kerala

Commercial Taxes Department - Akshaya Utilization - For its leadership in harnessing the state’s Akshaya network and creating a single state-wide window for the collection of VAT in Kerala

The E-Governance Awards 2008 also felicitated leaders. They are:
* Dr V.K. Baby, District Collector, Thrissur, for his inspirational role and leadership of the district’s innovative schemes for the regulation of river sand mining in Thrissur

* Dr A Ajayakumar, Director, Computer Centre, University of Kerala, for his inspirational role and leadership of the university’s drive to computerise all its core operations, using open source tools and entirely in house resources

* Shri T John Britto, Secretary Law Department, Kerala State for his inspirational role and leader leadership of the Law Department’s drive to automate its core operations

The Special Jury Award were jointly given to Kerala University and Calicut University for their initiatives inInformation Technology leading to the automation of a wide spectrum of administrative, examination-oriented and student-facing activities, resulting in greater efficiency and transparency in Kerala’s higher education system.

The Award distribution ceremony also saw the release of the e-Book “e-Governance: How Kerala does IT ” - A compendium of innovative tools and solutions, crafted in the state. The book was released by Shri.Vishal Dhupar, Managing Director, SAARC Region, Symantec Corporation and the KeyNote speaker of the function by handing over the first copy to Shri.V.Ramachandran.
